Résumé

La garrigue à romarin de la Trouée de Bel-Lassoued (Dorsale tunisienne) peut avoir des formes différentes qui s’échelonnent entre la pelouse et la forêt ; elle est le résultat de la dégradation de la pinède de pin d’Alep suite à une longue histoire d’anthropisation du milieu méditerranéen. La population locale l’a défrichée pour divers usages. Dans un milieu ouvert, marqué par un climat méditerranéen et un sol calcaire comme le cas de la Trouée de l’oued Bel-Lassoued, la garrigue s’enrichit en romarin. Dans cette région, où tous les indicateurs de développement économique et social montrent la baisse des revenus des habitants, la garrigue de romarin qui occupe de vastes étendues, constitue un pilier important pour l’économie paysanne. Les divers usages des ressources de la garrigue à romarin ont joué et jouent encore un rôle important dans la diminution du taux de chômage dans un milieu exclusivement rural. La valorisation de la garrigue à romarin est fortement dépendante de la pluralité des usages et avec le sens que donnent les acteurs à ce type de formation végétale. Cependant, la pluralité des intervenants dans la garrigue à romarin peut présenter des intérêts divergents. Ceci peut entrainer des conflits d’usage entre les usagers des ressources naturelles de ce milieu.

bstract

The rosemary plantation of the Bel-Lassoued canyon (Tunisian dorsal) comes in different shapes and forms, ranging between lawn and forest. This vegetation grew because of the degradation of the Aleppo pine wood due to longue anthropization processes of the Mediterranean. The local population has cleared the rosemary and used this plant for various uses. In an open area, characterized by a mediterranean climate and a calcareous soil, the scrubland is also enriched with rosemary. In this region, where most socio-economic indicators of development show a decline in the population’s real income, the rosemary plantation which extends over vast areas is an important pillar of the local peasant economy. The various uses of this plant have always played a key role in reducing unemployment in these rural areas. Further, the role and value of the rosemary are shaped by its multiple uses and significance for the local population. Plurality of stakeholders and multiplicity of goals may, however, become a source of tension due to competition and conflict of interests between the different beneficiaries of the economic resources of this natural milieu. These conflicts manifest themselves in the theft or destruction of equipment and means of production. This requires state intervention through regulations to organize the use of the natural resources of the rosemary garrigues.
