الملخص
يقوم قطاع الملاحة الجوية العراقية بدور مهم وحيوي في تأمين وسلامة حركة الطائرات ، وذلك من خلال قيامه بعدد من المهام التي تعد عنصراً أساساً في نجاح صناعة النقل الجوي، كما يقدم القطاع خدمات الحركة الجوية لجميع الطائرات العابرة للأجواء العراقية والمستخدمة لمطاراتها من خلال توفير أنظمة مدعومة بأجهزة ملاحية متطورة، وكوادر بشرية مؤهلة لضمان عملها على مدار الساعة، كما يعمل القطاع على تقديم الخدمات الملاحية المكملة كدليل للطيران المدني في العراق والنشرات الملاحية وخدمات البحث والإنقاذ وخدمات الاتصالات الملاحية، فضلاً عن القيام بالتنسيق مع الجهات الداخلية المستخدمة للمجال الجوي (الجهات العسكرية)، ومراكز تقديم خدمات الملاحة الجوية للدول المجاورة وخدمات الإرصاد الجوية، ويعمل على تجهيز وتشغيل وصيانة أنظمة وأجهزة الملاحة الجوية واعتمدت المنشأة العامة للطيران المدني أهداف استراتيجية لتطوير هذا القطاع المهم ومن أهمها الاستمرار في تحديث وتطوير البنية التحتية للملاحة الجوية، لتلبية الاحتياجات المتزايدة في حركة النقل الجوي والنمو المتسارع لحركة الطيران في البلاد مع التركيز على عنصر السلامة، وتحقيق أعلى المعايير في انسيابية الحركة الجوية بما يتوافق مع معايير ومتطلبات المنظمة الدولية للطيران المدني (الايكاو) .
وتعد الملاحة الجوية في وقتنا الحاضر من أهم المرتكزات الأساسية في الاقتصاد القومي لأي دولة في العالم، فهي رافد لا ينضب من المردودات المالية، كما أنها باتت قطاعاً اقتصادياً فعالاً في خدمة التجارة الدولية، ولا يختلف قطاع الملاحة الجوية العراقية في ذلك ، فقد أصبح يدر أموالاً طائلة لميزانية الدولة، كما أنه رافد مهم في عملية التقدم الاقتصادي والحضاري للبلد.
ومن أجل إعطاء صورة واضحة ومتكاملة عن الأهمية الاستراتيجية للملاحة الجوية في العراق وأهميتها في التنمية الاقتصادية والاجتماعية، فقد تم تقسيمها لى خمسة فصول رئيسة كالأتي:
الفصل الأول: تناول التطور التاريخي للملاحة الجوية العراقية للمدة غ 2003 - 2017م.
الثاني: تطرق إلى الملاحة الجوية العراقية ومعرفة منظومة النقل الجوي بعناصره المختلفة، وقسم إلى مبحثين تناول المبحث الأول الملاحة الجوية العراقية للعام 2017. أما المبحث الثاني تناول عناصر النقل الجوي العراقي لعام 2017.
الفصل الثالث: اختص بدراسة الأهمية الاقتصادية للملاحة الجوية العراقية .
الفصدل الرابع: تناول دور الملاحة الجوية في حركة الطيران المدني العراقي من خلال تقسيمه إلى مبحثين: استعرض المبحث الأول أهمية الملاحة الجوية في حركة الطيران المدني العراقي، أما المبحث الثاني فقد تناول حركة النقل الجوي المحلي والدولي في العراق .
الفصل الخامس: تناول هذا الفصل واقع ومستقبل الملاحة الجوية العراقية ودورها في التنمية الاقتصادية متضمناً مبحثين: تطرق المبحث الأول واقع ومستقبل الملاحة الجوية العراقية من خلال وضع توقعات مستقبلية لمدة من ( 5 - 10) سنوات للوقوف على مدى التغيرات والتطورات التي يمكن أن تحدث في الملاحة الجوية العراقية للمستقبل القريب والاستعداد لهذه التغيرات والتطورات، أما المبحث الثاني تناول دور الملاحة الجوية العراقية في التنمية الاقتصادية .
وفي ختام الدراسة تم وضع النتائج والمقترحات، فضلاً عن قائمة المصادر والملخص في اللغة الإنكليزية .

Abstract
The Iraqi air navigation sector plays an important and vital role in ensuring the safety and security of aircrafts movement through the undertaking of a number of tasks that are essential to the success of the air transport industry. This sector also provides air traffic services for all aircrafts crossing the Iraqi airspace and that which used for its airports through the provision of systems supported by developed navigation equipment and qualified human cadres to ensure its work all the time. Besides, this sector provides complementary navigation services as a guide to civil aviation in Iraq, navigational bulletins, search and rescue services and navigational communications services. In addition to coordinating with the internal bodies used for airspace (military entities), the centres for the provision of air navigation services to neighbouring countries and meteorological services.The sector works to equip, operate and maintain air navigation systems and devices. The General Establishment of Civil Aviationadopted strategic objectives to develop this important sector, the most important one of which is to continue modernize and develop the air navigation infrastructure to meet the increasing needs of air traffic and the rapid growth of air traffic in the country with a focus on safety and achieving the highest standards in the flow of air movement in accordance with the standards and the requirements of the International Civil Aviation Organization (ICAO).
Air navigation is one of the most fundamental economy of any country in the world. It is an inexhaustible source– of returns. It service of international trade as same as- Iraqi air navigation sector is generating huge funds for the state budget. It is also an B important source in the process of economic and cultural progress of the country.
In order to give a clear and integrated picture of the strategic importance of Iraqi air navigation and its importance in economic and social development, the thesis has been divided into five chapters. Chapter one deals with the historical development of Iraqi air navigation for the period (2003-2017). Chapter two deals with the Iraqi air navigation and the knowledge of the air transport system with its various elements. This chapter is divided into two parts: the first part studies the Iraqi air navigation in 2017 whereas the second part deals with the Iraqi air transport elementsin 2017. Chapter three is concerned with studying the economic importance of Iraqi air navigation. Chapter four deals with the role of air navigation in the Iraqi civil aviation traffic through a division into two parts: The first part reviews the importance and role of air navigation in the Iraqi civil aviation traffic. Whereas the second part deals with local and international air traffic in Iraq. Chapter five deals with the reality and future of Iraqi air navigation and its role in economic development. This chapter consists of two parts: the first part is concerned with the reality and future of Iraqi air navigation through making future expectations of the period (5-10) years in order to look at the changes and developments which may happen to Iraqi air navigation of near future and to be ready for these changes and developments. While the second part deals with the role of Iraqi air navigation in economic development. In addition to above, this study contains conclusions and suggestions. As well as a list of sources and a summary in English.
