المستخلص
تعد التنمية الزراعية نظاماً شاملاً ذات أهمية كبيرة للنشاط الزراعي فهي تسهم في الناتج المحلي الإجمالي ومصدر مهم من مصادر جذب الاستثمار، كما تسهم في حفظ التنوع الإحيائي ومكافحة التصحر وزيادة مساحة الأراضي الزراعية، فضلاً عن دوره في تحقيق الأمن الغذائي والقضاء على الفقر وتوافر فرص العمل، ومصدراً لتبادل الخبرات ووجهات النظر المحلية والعالمية .
تناولت هذه الدراسة مقومات ومعوقات التنمية الزراعية في قضاء شط العرب والهدف منها تحديد المعوقات التي تعيق تنمية الأراضي الزراعية، فهناك العديد من المشكلات المتشابكة والمتداخلة المتمثلة بارتفاع ملوحة الأراضي الزراعية وارتفاع التراكيز الملحية في مياه الأنهار والجداول الفرعية في منطقة الدراسة، وانخفاض الاستثمار في القطاع الزراعي،وضعف الدولة في تقديم الدعم الحكومي لهذا القطاع، فضلاً عن ارتفاع أسعار مدخلات الإنتاج الزراعي، وانخفاض استخدام الحزمة التكنولوجية الزراعية، أثرت بشكل سلبي على انخفاض الإنتاجية الزراعية في قضاء شط العرب .
أظهرت نتائج الدراسة وجود تباين وتناقص في مساحة الأراضي المزروعة في قضاء شط العرب خلال مدة الدراسة (2010 - 2020) على الرغم من ملائمة الأراضي الزراعية لمعظم الأنماط الزراعية، كما أظهرت الدراسة وجود ضعف في دور الجمعيات الفلاحية والإرشاد الزراعي ووعي المزارعين بتقنيات الزِراعة الحديثة، وضعف الدور الحكومي المتمثل بعدم سن القوانين التي تحد من التجاوز على الأراضي الزراعية وتوفير مستلزمات الإنتاج الضرورية للمزارعين .
وأوصت الدراسة ضرورة إعداد مخطط لاستخدامات الأراضي الزراعية في القضاء يعمل على تنظيم عملية التطور العمراني للتجمعات السكانية، ويحقق الاستعمال الملائم والمستدام للأراضي الزراعية، فضلاً عن ضرورة تنفيذ برامج إرشادية وتدريبية في مجالات الزراعة المستدامة المختلفة لتغيير الاتجاهات السلبية وتعديل الاتجاهات المحايدة نحو تقنيات الزراعة المستدامة من خلال تنظيم حملات إعلامية مكثفة لتوعية المزارعين، لذلك تأتي أهمية هذه الدراسة من محاولة إيجاد الحلول والاستراتيجيات التي تعنى بالحفاظ على تلك الأراضي وتحقيق الاستخدام الأنسب والمستدام لها لدعم المزارعين من أجل تحسين العوائد من الزراعة ودعم القطاع الزراعي في القضاء .

Abstract
Agricultural development is a comprehensive system of great importance for agricultural activity, as it contributes to the gross domestic product and is an important source of investment attraction. It also contributes to preserving biological diversity, combating desertification and increasing the area of agricultural land, in addition to its role in achieving food security, poverty eradication, availability of job opportunities, and a source. To exchange local and international experiences and perspectives.
This study deals with the obstacles to agricultural development in the Shatt al-Arab district and aims to identify the obstacles that hinder the development of agricultural lands. There are many intertwined and intertwined problems represented by the high salinity of agricultural lands, high salt concentrations in rivers and sub-streams in the study area, low investment in the agricultural sector, and weakness The state in providing government support to this sector, in addition to the high prices of agricultural production inputs, and the decrease in the use of the agricultural technological package, negatively affected the decline in agricultural productivity in the Shatt al-Arab district.
The results of the study showed a discrepancy and a decrease in the area of cultivated land in the Shatt al-Arab district during the study period (2010-2020) despite the suitability of agricultural lands to most agricultural types. The study also showed a weakness in the role of agricultural associations, agricultural extension, and farmers ’awareness of modern agricultural techniques, and weakness The government’s role in not enacting laws that limit abuse of agricultural lands and providing farmers with the necessary production requirements.
The study recommended the necessity of preparing a plan for the uses of agricultural lands in the district that works to regulate the process of urban development for population groups, and achieve appropriate and sustainable use of agricultural lands, as well as the need to implement extension and training programs in the various fields of sustainable agriculture to change the negative trends and amend neutral trends towards sustainable agriculture techniques through Organizing intensive media campaigns to educate farmers, so the importance of this study stems from trying to find solutions and strategies concerned with preserving these lands and achieving the most appropriate and sustainable use of them to support farmers in order to improve returns from agriculture and support the agricultural sector in the district.
