المستخلص: يعد المسكن حاجة أساسية لكل إنسان ويزداد الطلب على المساكن بشكل مطرد مع ارتفاع النمو السكاني ومعدلات الهجرة الداخلية والخارجية إلى المدن الذي يُسهم في تغيير الطبيعة الديموغرافية لها. المدن القديمة تعاقب عليها السكان منذ بداياتها، وعندما كانت مدناً مزدهرة وعواصم يسكنها عليَة القوم وطلاب العلم والتجار وحتى اليوم وقد أصبحت مهملة يلجأ إليها الباحثون عن مأوى، يتناول البحث مشكلة يعاني منها عدد كبير من المدن التاريخية وخاصة في ليبيا حيث تتعرض بعض أحيائها للإندثار الناتج عن الإهمال أو الإزالة المتعمدة للمباني القديمة بحجة بناء الجديدة، عليه تعتبر مشكلة المسكن الملائم وتوفيره في داخل المدن القديمة وجعله مناسباً ومواكباً لأساليب الحياة العصرية بكل إضافاتها مع التمسك بالمميزات الأساسية للبيوت القديمة التي تجعل منها مباني مستدامة وقابلة للتطوير هي موضوع البحث . يهدف البحث إلى وضع آلية تُمكن من إعادة تأهيل المباني السكنية في المدن القديمة عامة والمدينة القديمة بطرابلس ليبيا خاصة تعتمد على دراسة التجارب السابقة وربطها بالمخطط الشامل الليبي، وذلك بدراسة كيفية التعامل مع المشكلات المتفاقمة في المدن القديمة بما يضمن إمكانية التخلص من الاستخدام السلبي لها، ودراسة كيفية إحياء نمط الحياة الذي كانت تتميز به المنازل القديمة في إطار عصري،

والوصول إلى وضع استراتيجيات عامة لإعادة تأهيل المباني السكنية في المدن القديمة عامة والمدينة القديمة بطرابلس خاصة . للوصول إلى الهدف من هذه الدراسة تم اعتماد منهجية حالة الدراسة وهي المنطقة رقم ( 5) بالمدينة القديمة بطرابلس، وقد تضمنت أساليب الدراسة النظرية للمنطقة دراسة المعلومات والخرائط الخاصة بالمنطقة وحدودها مع المناطق الأخرى، والمعلومات الدقيقة لموقع الدراسة ومكوناته، كما اهتمت الدراسة باختبار آراء السكان المقيمين بمنطقة الدراسة وآراء عدد من العاملين في مشروع المدينة القديمة . عليه فقد تمثلت الطرق المستخدمة لاختبار مدى ملائمة المساكن التقليدية للسكن بحالتها الراهنة ، و الاحتياجات المطلوبة ليكون السكن فيها أكثر راحة و ملائمة لحياة السكان الحاليين كان لابد من استطلاع آراء السكان المقيمين حالياً في المنطقة رقم 5 بالمدينة القديمة و بالتحديد في مساكن قديمة أو تمت إعادة بنائها وفق الأسلوب القديم في التصميم والبناء (أحواش تقليدية) إضافة إلى استطلاع رأي العاملين في المشروع ، لجمع المعلومات في كل من الزيارات الميدانية والملاحظة و التصوير والمقابلات الشخصية و مراجعة الصور و المخططات. من خلال البحث توضح أن المباني السكنية في المدينة القديمة تتعارض مع متطلبات الحياة العصرية في عدة نقاط مثل الافتقار للبنية التحتية ووسائل الإتصال والحياة العصرية إلا أن إمكانية إعادة تأهيلها لتلائم الحياة العصرية ممكنة عن طريق تقسيم العمل إلى عدد من المراحل التي يمكن تلخيصها في ثلاث مراحل كما يلي:

مرحلة التخطيط والتصميم التي تعتبر مرحلة مهمة وأساسية باعتبارها اللبنة الأولى في المشروع، مرحلة التأهيل للتنفيذ وهي المرحلة التالية للتخطيط والتصميم وهي المرحلة التي يظهر فيها المشروع للعيان من خلال بداية الأعمال، مرحلة التنفيذ الفعلي يتم فيها تقسيم

الموقع إلى مواقع أصغر وتقسم فرق العمل طبق اً لنوعية العمل التي ستقوم بتنفيذه. توصل البحث إلى جُملة من النتائج تتلخص في أن عمليات إعادة التأهيل تعتمد على عدة طرق وسياسات، وبالنظر إلى حالة الدراسة فإن الطريقة الملائمة لإعادة التأهيل تتطلب عدد من الإجراءات مقسمة إلى ثلاث مراحل تتمثل في مرحلة الدراسة والتصميم ومرحلة إدارة الأعمال ومرحلة التنفيذ، كما أن المحافظة على المدن والمناطق التاريخية والقديمة وإعادة تأهيلها لايتوقف عند توفير بيئة سكنية أفضل للسكان المقيمين في داخلها وفي محيطها، لكن عبر معرفة الطرق الملائمة لإعادة تأهيل المباني السكنية وإعادتها إلى الخارطة الحضرية يمكن إيقاف الدمار المستمر فيها واستعادة بعضاً من صورة المسكن التقليدي القديم بنمط حديث وعصري يساهم في تغذية الذاكرة المجتمعية بالحِقب الزمنية السابقة وربطها بالزمن الحالي والأجيال الجديدة، وهو مايساهم في تنمية المجتمع ودفع عجلة التطور والتقدم إلى الأمام استناداً على إرث الماضي ورغبة في المضي قدماً، فإعادة التأهيل لاتمثل فقط حاجة وقتية ح لسكان المدن والمناطق القديمة

والتاريخية بل تُمثل زاداً معرفياً وثقافياً يُثري الحياة العامة، كما أصبحت خياراً مطروحاً للسكن لدى فئات كثيرة من الناس شملت الفنانيين والمثقفين إضافة إلى مجموعة من كبار السن ممن اعتادوا نمط الحياة في المدن القديمة، ومجموعة من الطلاب الراغبين في الإكتشاف ودراسة المجتمعات والعيش في الأماكن النابضة بالحياة . الكلمات الدالة : إعادة التأهيل ، المباني السكنية ، المُدن القديمة ، طرابلس .

Abstract: Housing is a basic need for every human being and the demand for housing is increasing steadily with the increase in population growth and the rates of internal and external migration to cities, which contributes to changing the demographic nature of them. The old cities are followed by the population from its beginnings, and when the cities were prosperous and capitals inhabited by the people and students of science and traders and even today has become neglected resorted to the search for shelter, the research deals with the problem suffered by a large number of historical cities, especially in Libya where Some of its neighborhoods are exposed to extinction resulting from the neglect or deliberate removal of old buildings under the pretext of building new, The problem of adequate housing and the provision of it within the old cities and make it suitable and

compatible with modern lifestyles with all its additions while adhering to the basic features of the old houses that make them sustainable and scalable buildings are the subject of research. The research aims at establishing a mechanism to rehabilitate residential buildings in the old cities in general and the old city in Tripoli, Libya, especially on the study of past experiences and linking them to the Libyan comprehensive plan. , To study how to revive the lifestyle of old houses in a modern setting, and to develop general strategies for the rehabilitation of residential buildings in the old cities in general and the old city in Tripoli in particular. In order to reach the objective of this study, the methodology of the case study was adopted. It is an area (5) in the old city of Tripoli. The theoretical methods of the area included studying the information and maps of the region and its borders with other regions, The study concerned the testing of the views of the resident population in the study area and the opinions of a number of

workers in the Old City project. The methods used to test the appropriateness of traditional housing in its current condition and the requirements for housing to be more comfortable and suitable for the lives of the current population were to be explored the views of

residents currently residing in Area 5 in the Old City, specifically in old housing or has been rebuilt In accordance with the old method of design and construction (traditional reagents) in addition to a survey of project workers, to gather information in field visits, observation, photography, interviews, photo reviews and diagrams. ي The research shows that the residential buildings in the old city are incompatible with the requirements of modern life in several points such as lack of infrastructure and means of communication and modern life, but the possibility of rehabilitation to fit the modern life possible by dividing the work into a number of stages can be summarized in three stages As follows : The stage of planning and design, which is considered an important and essential stage as the first building in the project, the stage of qualification for

implementation, which is the next stage of planning and design and is the stage in which the project is visible through the beginning of the work, the stage of actual implementation where the site is divided into smaller and divided sites Teams according to the quality of the work that will be carried out. The research concluded that the rehabilitation process depends on several methods and

policies. In view of the state of the study, the appropriate method of rehabilitation requires a number of procedures divided into three stages: study, design, business management, The preservation of cities and historical and ancient areas and rehabilitation does not stop when providing a better residential environment for the residents residing within and in the vicinity, But by finding out the appropriate ways to rehabilitate residential buildings and restore them to the urban map, it is possible to stop the continuous destruction and restore some of the image of the old traditional house in a modern and modern style that contributes to the nurturing of the community memory in previous times and linking it to the current time and the new generations. In the development of society and push forward the development and progress on the basis of the legacy of the past and a desire to move forward, Rehabilitation is not only a temporary need for the inhabitants of cities and historical and historical areas, but also represents an ideological and cultural increase that enriches public life. It has become an option for many people, including artists and intellectuals, as well as a group of older people accustomed to urban life.
