المستخلص: تهدف الدراسة إلى تشخيص المشكلات التي تعاني منها الخرائط الطبوغرافية لقضاء سامراء ومعالجتها لبناء نماذج تحاكي الواقع بهيئة رقمية ومجسمة ثلاثية الأبعاد في محاولة لمعالجة التشوهات التي تعاني منها وتوظيف الجيوماتكس في المعالجة والتحليل لاستخلاص المعلومات من مصادرها ببيانات الخريطة الطبوغرافية؛ وبناء قاعدة بيانات طبوغرافية يمكن من خلالها إنتاج خرائط طبوغرافية تسهم في تأسيس قواعد البيانات لدوائر الدولة.
لذا
تعاني الخرائط الطبوغرافية العراقية من العديد من المشكلات أهمها
الازاحة الأفقية والمبالغة الرأسية والتي تسبب تشوها في بناء النموذج نتيجة
اختلاف
المقاييس والتعميم والمسقط المعد منة الخرائط الطبوغرافية والمرئيات
الفضائية
بخاصية الخرائط الطبوغرافيه 100000/1. تكمن الفكرة الأساسية لهذه الدراسة
في
الدراسة الميدانية التي شملت معظم مناطق سامراء إذ تم استخدام نظام التموضع
المكاني في اختيار عدة نقاط للضبط الأرضي تم من خلالها تحديد قيم الازاحة
الأفقية
والمبالغة الرأسية ومعالجتها عن طريق استخدام المرئيات الفضائية من خلال
نموذج
الارتفاع الرقمي والاستعانة بالخريطة الطبوغرافية لقضاء سامراء بمقياس 1/
100000
وباستخدام مكونات الجيوماتكس عن طريق برمجيات نظم المعلومات الجغرافية
للوصول إلى
نتائج تساعد في عمليات التنمية والتخطيط لكونها مفيدة وفعالة خصوصاً في عصر
أصبح
فيه التقنية الرقمية والنماذج التي تحاكي الواقع سبباً رئيسياً في إتخاذ
القرار
وأهم ما توصلت إليه الدراسة والتي أثبتت من خلال الدراسة الميدانية وجود
تشوه (ازاحة أفقية ومبالغة رأسية) في الخرائط الطبوغرافية والمرئيات
الفضائية كما
عالجت الدراسة هذه التشوهات وفق آليات ومعايير بالاعتماد على قاعدة بيانات
لقضاء
سامراء كما أوصت بتوفير قاعدة بيانات طبوغرافية لجميع محافظات العراق .

Abstract The study aims to diagnose the problems suffered by topographic maps of the Samarra district and address them to build models that simulate reality in a digital and three-dimensional model in an attempt to address the deformities they suffer from, and employ geomatics in processing and analysis to extract information from its sources with topographic map data, Building a topographic database through which topographic maps can be produced that contribute to the establishment of databases for state departments.
Therefore, the Iraqi
topographic maps suffer from many problems, the most important of which are
horizontal displacement and vertical amounts, which cause distortion in the
construction of the model as a result of the difference in standards, generalization
and projection prepared from topographic maps and satellite visualizations with
the characteristic of topographic maps 1/100000. Lies Thought The basis of this
study is in the field study, which included most of the areas of Samarra, as
the spatial positioning system was used in the selection of several points for
ground control, through which the values of horizontal displacement and
vertical amounts were determined and processed through the use of satellite
visualizations. Through the digital elevation model and the use of the
topographic map of the Samarra district at a scale of 1/100,000 Using geomatics
components through GIS software to reach results that help in development and
planning processes to be useful and effective, especially in an era where
digital technology and models that simulate reality have become a major reason
for decision-making.
