المستخلص: يسعى الجغرافيون دائماً بأن يكونوا في مقدمة العديد من التخصصات التي تعمل وفق المنظور المكاني وإيجاد الحلول المناسبة لكثير من المشكلات ولاسيما في مجال الدراسات الحضرية والتنموية، فالتخطيط والتنمية الحضرية المستدامة واحد من المجالات الرحبة التي تساند الخبرات الجغراقية في دراسة أنماط استعمالات الأرض المختلفة داخل المدينة وتحديد مواقع الأنشطة والفعاليات المتنوعة للنشاطات المختلفة للإنسان وبيان أهم أنماط الضعف والقوة في المدينة من أجل الأمة حالة من التوازن وإعادة صياغة للمحددات والأهداف الاجتماعية والاقتصادقة والبيئية وحتى السياسية في المدن من خلال وضع العديد من مؤشرات الاستدامة الحضرية فهي تجمع ما بين استدامة الموارد الطبيعية والاستدامة التمنوية  والاقتصادية والاجتماعة في المدينة .

  ومن هنا فقد تناولت هذه الأطروحة دراسة وتحديد أهم المشاكل التي تعاني منها مدينتي الرمادي والفلوجة من أجل وضع منهجية معينة لبيان دور التنمية الحضرية المستدامة من خلال وضع استراتيجية مستدامة لحل جميع المشاكل الحضرية, كونها من الدراسات الجغرافية التي تناولت موضوع الاستدامة في التنمية وأيضا وبسبب ابْتِعاد مستويات القرار في منطقة الدراسة عن إدخال مفهوم الاستدامة في عمليات صنع القرار ووضع الخطط نتيجة عدم الإدراك بأهميتها والابْتِعاد عن الكفاءات العلمية والمهنية في اختيار القيادات الإدارية والاعتماد على الاعتبارات العشائرة والحزبية, لذا أصبحت مسالة تمكين الاستدامة ف خطط التنمية الحضرية خطوة هامة لمنطقة الدراسة من أجل الانتقال من الفكر التقلدي إلى الفكر (المستدام) لأساليب التنمية الحضرية الحديثة وبهذا فقد انطلق البحث من مشكلة الحاجة لى وضع آلية مقترحة لتطبيق خطوات ومراحل النموذج الجغرافي الذي يتضمن استخدام أساليب التخطيط الحضري المستدام وبما يتلاءم مع أهداف التنمية المستدامة (Goals Sustainable Development)  والتي تعرف بالأهداف العالمية لعام 2030 السبعة عشر متكاملة أي أنها تدرك أن العمل في مجال ما سيؤثر على النتائج في مجالات أخرى.

  وثد ضم البحث في متنه خمسة فصول شمل الفصل الأْول دراسة نظرية استعرض فيها أهم المفاهيم للتنمية الحضرية المستدامة و التخطيط الحضري ومشاكل المدن والتوصّل إلى أهمّ المؤشّرات المستدامة لأجندة 2030SDG التي من خلالها معالجة تلك المشاكل. أما الفصل الثاني فكان التنمية 2030 دراسة وصفية للخصائص الطبيعية والبشرية لمنطقة الدراسة وإبراز مدى تأثير هذه الخصائص على نشوء منطقة الدراسة ومدى علاقتها بمشاكل المدينتين, أما الفصل الثالث فجاء بدراسة تفصيلية لواقع حال مشاكل منطقة الدراسة لعام 2020 مستنداً بشكل كبير على الدراسة الميدانية التي شملت مؤسسات هذه المنظومة لأعدادها وتوزيعها مكاناً حسب منطقة الدراسة ولعرض بياناتها استخدمت عدداً كبراً من الجداول والأشكال البيانية والخرائط لتوضيح الظواهر الجغرافية لمنطقة الدراسة ثم التوصل إلى مصفوفة المشاكل الحضرية حسب أهميتها لكل مدينة على حدة.

  ثم اختص الفصل الرابع بدراسة تحليلية لمؤشرات التنمية الحضرية المستدامة لمنطقة الدراسة ومقارنته مع العراق ومحافظة الأنبار باستخدام أساليب التحليل الإحصائي كالمتوسط الحسابي والأهمية النسبية والرتب, أما الفصل الخامس فقد اختص باقتراح استراتيجية تنموية مستدامة لمنطقة الدراسة كمقترحات مناسبة وتوجهات مستقبلية لعام (2030) باستخدام أسلوب Delphi وبعض الوسائل الإحصائية المهمة والاستعانة بمجموعة من الخبراء والمختصين في اختيار الاستراتيجية المناسبة لكل مدينة باعتبارها الحل الأمثل لمعالجة مشاكلها. وتوصل البحث إلى اقتراح استراتيجية المدينة المدمجة وسياستها كحل أمثل لمعالجة جميع المشاكل الحضرية في مدينة الرمادي، أما قيما يخص مدينة الفلوجة فقد اقترح البحث استراتيجية المدينة الشاملة كأفضل استراتيجية مناسبة لها. وبناءاً إلى ما توصل إليه البحث من نتائج انتهى بمجموعة من الاستنتاجات والمقترحات المتعلقة بعملية الوصول إلى الحلول المناسبة التي تمكن من تحقيق تنمية حضرية مستدامة في منطقة الدراسة.

Abstract: Geographers always strive to be at the forefront of many disciplines that work according to a spatial perspective and find appropriate solutions to many problems, especially in the field of urban and development studies. Planning and sustainable urban development is one of the broad areas that support geographic experiences in studying the different types of land use within the city, determining the locations of the various activities and events for the different activities of the human being, and clarifying the most important weaknesses and strengths in the city in order to establish a state of balance and reformulate the determinants and social, economic, environmental and even political objectives in cities, by developing many urban sustainability indicators that combine the sustainability of natural resources and the technical, economic and social sustainability of the city. Hence, this thesis dealt with a study and identification of the most important problems that the cities of Ramadi and Fallujah suffer from in order to develop a specific methodology to demonstrate the role of sustainable urban development through the development of a sustainable strategy to solve all urban problems. Because the decision levels in the study area moved away from the introduction of the concept of sustainability in decision-making processes and the development of plans as a result of a lack of awareness of its importance, the issue of enabling sustainability in urban development plans became an important step for the study area in order to move from traditional thought to (sustainable) thought for modern urban development methods. Thus, the research started from the problem of the need to develop a proposed mechanism to implement the steps and stages of the geographical model, which includes the use of sustainable urban planning methods and in line with the Sustainable Development Goals (SDGs), which are known as the seventeen global goals of 2030 that are integrated, meaning that they realize that work in a field will effect on results in other areas. B The research included in its board five chapters. The first chapter included a theoretical study in which it reviewed the most important concepts of sustainable urban development, urban planning and problems of the cities, the most important sustainable indicators for the SDGs2030 development agenda through which these problems are addressed. The second chapter is a descriptive study of the natural and human characteristics of the study area and to highlight the extent of the impact of these characteristics on the emergence of the study area and their relationship to the problems of the two cities. The third chapter came with a detailed study of the reality of the problems of the study area for the year 2020 based largely on the field study that included the institutions of this system for their preparation and their spatial distribution according to the study area and to present their data used a large number of tables, charts and maps to clarify the geographical phenomena of the study area. It arrived at the matrix of urban problems according to the importance of each city separately. The fourth chapter was devoted to an analytical study of indicators of sustainable urban development for the study area and its comparison with Iraq and Anbar Governorate using statistical analysis methods such as arithmetic mean, relative importance and ranks. The fifth chapter specializes in proposing a sustainable development strategy for the study area as appropriate proposals and future directions for the year (2030) using the Delphi method and some important statistical methods and the use of a group of experts and specialists in choosing the appropriate strategy for each city as the best solution to address its problems. The research reached to propose the integrated city strategy and policy as an optimal solution to address all urban problems in the city of Ramadi. As for the city of Fallujah, the research suggested the comprehensive city strategy as the best suitable strategy for it. And based on the results of the research, it ended with a set of conclusions and recommendations related to the process of reaching the appropriate solutions that enable the achievement of sustainable urban development in the study area.
