النمو الحضري وانعكاساته السلبيةعلى تنامي مشكلة الإسكان والعجز السكني في مدينة بغداد

الملخص:
يعد الاستعمال السكني أحد أهم استعمالات الأرض الحضرية الرئيسة. فلا توجد مدينة في عالمنا المعاصر بدون سكن، والمسكن مظهر حضري يُظهر المرحلة التي بلغتها المجتمعات في مجال تفاعلها مع البيئة وهذا الأمر يعني أن المسكن قد يتغير شكلاً ووظيفة تبعاً للتغيرات الحاصلة نتيجة التطور التكنولوجي والاقتصادي، وتغير الكثير من أنماط السلوك الإنساني، لهذا تتغير أنماط ومراحل نمو المدينة بتغير مراحلها المورفولوجية. ولكن يبقى السكن الصحي المزود بكل أشكال الخدمات الأساسية (الماء الصافي، الكهرباء، الصرف الصحي)، فضلاً عن إلى ضرورة اتصال المسكن بالشوارع داخل المدينة مع توافر نظام متكامل للتخلص من القمامة والنفايات بأنواعها، لذا أصبح السكن اللائق والمناسب هو الهدف الأساس في كل السياسات الإسكانية لدول العالم.
ونظرا لزيادة حدة التحضر والتسارع بالهجرة من الريف إلى المدن، فقد ازدحمت المدن بالسكان، وولد ضغطاً على المساكن القائمة فيها ، ممّا أدى إلى ظهور مشكلة العجز السكني، ومن ثمَّ أخذت هذه الظاهرة تتفاقم سنة بعد أخرى، ممّا أدى إلى اتساع نمط السكن العشوائّي داخل المدن، نظراً لغياب التخطيط الحضري وقصور التصاميم الأساسية للمدن على مواكبة هذا الحجم السكاني الذي أخذ يتزايد بمتوالية هندسية ، وأصبحت المؤسسات التخطيطية والبلدية عاجزة على مواجهة هذه المشكلة. وهذا البحث يهتم بالتخطيط الحضري في المدن الكبرى وما تواجهه من مشكلات تقف عائقاً أمام تنفيذه .

Urban Development and its Negative Reflections on The Problem of Housing and Shortage of Housing in Bagdad City

Abstract
The residential use is considered one of the most important uses of main urban lands .There is no city in our contemporary world without houses .Housing is an urban appearance that reflects the stage of interaction of societies with the environment .That mean the residence may change in its form and function due to the changes that occurs according to the technologic and economic development and changing of many human behavior manners. Thus the manners and stages of city development are changed due to the change of its morphologic stages .But healthy residence provided by all basic services (potablewater,electricity , sanitation …..) as well as the necessity of the house connecting with streets within the city with providing integrated system of wastes disposal. Thus the suitable residence becomes the main aim of the housing policies for the world countries.
Because of the rapid increase of urbanization and immigration from countryside to cities ,the cities were crowded and a pressure was imposed on the existed residents .That caused shortage of housing. Consequently this phenomena aggravated with passing of years .this phenomena causes the expansion of random residency in the cities due to lack of urban planning and shortage of basic designs of city to cope with this huge residency which is increased in geometric progression and planning and municipalities institutions become unable to face this problem.
This research concerns in urban planning in big cities and the problems that obstacles its implantation.
The Planning is the scientific and practical method that comes from aims and aspirations that have justifications and basis which must be performed.
